3. That completely depends on the circumstances. Sometimes it's better to deal some damage and let the burning damage kill him while you're running away, sometimes it's better to completely burn him. When I use Firebird, I always try to sneakily attack them in the back. When the circumstances are favorable, I attack them in the back and when they're turning their hull and turret to shoot me, I run away and let the burning damage deal with them. As for Hammer, I'd also suggest to try attacking them in the back and run away when they start shooting at you. Hide after a wall or building, let the burning damage hit him a bit, and when he comes after you, just all of a sudden appear from behind the building and finish him. Sometimes just rushing to them works well too if you're sure you can beat him at 1 vs 1.
