If both of them are standing close to each other. The bigger the distance, the higher the chances for Railgun to win. :p The spread of Hammer's bullets is a real disadvantage.

I depends on the other equipment, especially the other hulls, you already have in your garage. If you don't own any other m3 hull yet, Viking will be the best choice I think. The proportion health-speed is really comfortable and allows you to play in any kind of battles and any kind of maps, small, medium and large maps. Hornet is much faster, but has less health. Therefore it's slightly more useful than Viking in large maps, in team battles indeed, because its health is too low for death matches IMO. Viking will serve better there. I'd say Hornet. Wasp indeed is faster and is more maneuverable, but Hornet is stabler and has more health. Wasp is just too unstable and therefore I prefer Hornet. It's mostly written as 'IMO'. It means 'In My Opinion'.

Some twins protection definitely comes in handy since twins has become much stronger as you mentioned. Isida is also commonly used in small to medium sized maps, and it's a fearful weapon in team battles! Though I don't know if you need the full 48% protection from twins. Taiga can be an alternative, but it only has 15% Twins protection which might be not enough. If you really think the 48% is necessary, go for Rock. If you're happy with 15% protection, Taiga can be a good alternative. :)
