I'd say Thunder, as Twins is losing 1/3 of its rate of fire.

Yes, the rate of fire is how fast the gun shoots, which is parallel to how fast it reloads. Rate of fire is usually measured in RPM (Rounds per minute). Rail's rate of fire is slow. Thunder's rate of fire is faster. Smoky's rate of fire is the fastest.

I have Rail, Hornet, Isida M2, but I don't count those as upgraded. Only M3 counts :P I'm about to get the medium M2 pack, mostly because of the awesome paints!

It is. Twins have always been a little over-powered, and this will tune them down a bit, but I expect them to still be a worthy weapon, especially with drugs. However, considering that previously they went well with Mammoth, and now Mammoth will not be very good - a medium hull may be a better choice for twins.

It may be annoying when it's done to you, but try doing that to your opponent, it's great fun. Another trick you should try is jumping off a ledge on another tank, and dropping a mine on top of them. If they aren't quick enough, the mine will drop underneath them and they will explode. That's even funner :D
