The developers job is to develop the game, why would they learn English? They don't have the time, nor the willpower, nor the need.

Simple solutions: Make a new account that you only use for Tanki. Create a skype account is free, and it is easy. Go into your existing account and change your mode to "Offline" - that way no one will see you as online, and you can ignore everyone. Tanki players can communicate with you easily if you respond to them (even if you're "offline")
