Just saying maybe if anyone had the same problem. After seeing how powerful twins is i bought twins m1 (when i was major). But it really sucked i didn't knew why until i asked one of my clan member, and what i came to know is that if your upload speed is very low then you can't use twins/rico effectively. As bullets will be fired at a slower rate very slower rate.

Both of you should use wasp or hornet, as you guys play team matches. One of you should use railgun while the other can use thunder OR instead of thunder you guys can use freeze. Freeze and rail make very good team.

Then you can go for Savanna, Prodigi, or picasso. As picasso was mentioned by you above, i think you should go for picasso.
