I think that, once a mod or consultant said if they ask for permission to bump, they can bump it to discuss, unless they just ask for fun. Like the Jokers in the chat and forum topic, I remembered seeing it, it got old and went back into pages, I forgot name of that topic, I asked on Question and Answers and then someone ( I think was staff) said "Good topic, please bump it" or something, so someone quoted that post and bumped that topic, without ban.
