As stated before the testing was only for the M3 upgrades of all garage items, that is why the m0,1 and 2's have the same statistics as the current stats.

Noone knows the exact date. If there were an exact date for this and the update was not completed on time, the players would be outraged. Thus, there is no date as of yet.
