Druggers most definitely, it's rare a hacker captures the flag from what I've seen, and they go bye bye with enough voters, and usually there's one hacker. Druggers come in groups, and change the whole course of the game, something I never have seen hackers do. If I had a choice to remove either druggers or hackers from the game I doubt I'd hesitate to decide.

Yeah, actually happens to me all the time, but with enough sitting there and clicking I get in.
