Is it actually severely underpowered?

I don't really think there's any strategy to upgrading now. All steps give equal boosts to parameters, and the only thing that changes is step cost. The first few upgrades are cheap so you can upgrade those without hesitation. After that, just upgrade them over time and take advantage of sales I guess.

Worth the M3 if youre willing to dump crystals into it. 41/50 here and it's great (I mostly play Poly CP). I'm only using Thunder now until I can get a higher up M3 (e.g. Twins)
