That rebalance was necessary, and you all need to remember that as much as it looks bad, Tanki was supposed to be like that (weaker Thunder and so on) and you just need to stop enjoying the minor mistakes that were in the parameters.

I have one piece of advice for players who want to earn XP fast: Steal flags. That means, stay near your flag, and whenever somebody takes your flag and gets killed try to return the flag even if your'e not the one that killed the player that took your flag. This tactic is very effective when your'e in Noise, in the Blue Team - Reds jump to take your flag and you just need to run and return the flag when theyr'e killed. Using that tactic is a bit obnoxious, but life is obnoxious :P

I don't know Russian, but seems that this battle's name means "Godmode_ON come please". I'm sorry to say that, but I think that this isn't exactly what will help you meet him.
