That's because it's not possible to view animated paints (well, it is, just without their animation) via the paint preview feature on the Wiki. So that's why - as Coop has already mentioned above - you need to head over to the desired animated paint's separate Wiki page (e.g. Cyberpunk) by clicking on its name above its preview image in the 'Animated Paints' section of the Paints Wiki page in order to view its visuals on a tank in the form of a GIF (under the 'Appearance' section of its dedicated Wiki page). But, to make things slightly more convenient for everyone, I'll put this War event's animated prize paints and their GIFs into a spoiler below:
