Of course you can still buy gold box supplies in the Shop, it's just that the minimum rank requirement for purchasing gold box supplies is Warrant Officer 1 or higher, and your rank is Master Sergeant (2 ranks before the minimum availability rank), so you're not yet able to purchase them in the Shop.

Regarding the use of low-level equipment in battles: Kindly report game violators in the 'Game Violation Reports' section of the Forum (read the section rules before doing so), or simply use the /vote Nickname chat command to notify battle moderators of a player that's violating the game rules.
