Nope, you'll always have to pay the full price of a product kit, regardless of it containing any item(s) that you may already own - that's just how the game balance works.

Stable in terms of ping? Ping is determined by the distance between you and the game server, your ISP's performance, your internet speed, and so forth. In terms of overall performance (FPS etc.), both the official game client and standalone flash player are (usually) the best two options for playing, just try out both and see which one works best for you.
