Decreasing reload time means, the time taken to reload is reduced, which is a positive thing. For example, you have Firebird which recharges fully in 5 seconds. If there is a 20% decrease in its reloads time, then it means that it will reload 20% faster. Now, it will reload in 5.7 seconds, which is really an increase in terms of strength, right? Btw, this is just an example. The statistics may vary.
