I doubt its a precise threshold otherwise players would abuse it too easily. Its probably something more complex which factors in lots of different stats.

The servers regularly restart at 0200UTC every morning which is when you posted. I'm guessing that was the problem, should be all fine now.

So far everything seems smooth.

Stars shown in-game should reset to 0 after each turn @ 0700UTC. Not after the restart @ 0200UTC, but as you know lots of things went wrong during T1 so things happened at the wrong time. To my knowledge it shouldn't happen at every restart, the keyword here is; shouldn't. Hopefully T2 goes smoothly and we can all learn what exactly is supposed to happen since many details weren't included in the war heralds for some reason. I'm not sure why turns don't coincide with restarts, perhaps its to help players with different timezones or for some other logistical reason. No idea.

Seemingly that was a glitch as they should have resetted at 7AM UTC instead. I don't think you need to worry as long as the site says you have earnt your 10 containers you can continue playing turn 2 as normal.

Any territory which is directly against a territory your faction already owns. So on the first day you will only be able to attack the territories next to your capital. Yes. Estimated time is 2-3 weeks which equates to 14 - 21 turns. The exact time depends on how active each faction is etc.
