There is no need for instructions, everyone who fulfilled the requirements in the WAR is automatically entered even if they aren't watching.

It was an event during which players had to attack and defend fictional territories on a map found on a special website. Players would vote on which territories to attack/defend and then would enter the game and complete a number of kills or maintain a high K/D ratio to compete with enemies. Containers were the main prize and it was a complicated event so you might wanna check some of the old announcements. There will be another 'war' in the next months.

It can be insanely difficult to distinguish between genuine lag and hacks since they look so similar. Best thing to do would be to record and report the player on the forum and let the BMs decide. They may have a history of reports received of the player and will be able to compare them to determine whether its a hack or not.

11 mbps is more than enough for Tanki. The lag you experienced may be down to Ping (latency) or issues with the server. I have a 380mbps connection.
