There are different varieties of wars. There are Medium format wars, in which, only one turret of each category can be used per team, and except one player, everyone has to have light hulls. Then there are XP/BP wars, in which, you know what I mean. Clan wars can be participated by everyone as long as they have the equipment and skill. If there is a XP/BP war, you need XP/BP equipment. If there is a Medium format war, you need Medium format equipment. I hope my answer helped.

For the High Caliber Ammo alteration: It depends on what you like doing. If you want to play XP/BP, then don't you even think about getting it, because alterations are disabled in XP/BP. I rented this alteration in the magnum giveaway to get 500+ kills. It was awesome! I took DD and started one shooting almost everyone. This alteration is very good for camping, which is exactly what I did. Other times, I died really quickly when it came to close ranged. The shot delay was really big so I died on the likes of Smokies. Missing a single shot is a very big loss for you if you buy this. You have to make sure how to deal with Smokies, and Thunders. Luckily, I knew how to tackle them, so easily finished 1st or 2nd in most battles. I took cover all the time. So, if you want to do what I did, sure, buy it on Tanki's Happy Birthday on June. For the Horizontal alteration thingy: Buy it if you suck at aiming. Or... don't buy railgun at all, 'cuz if you can't aim, then railgun isn't for you. This alteration just isn't worth it.

Don't you think you are buying too many things? If you really have that much crystals, I don't think it will be a big deal for you to buy what you want.

This topic was created on September of 2014. More than 2 years have passed, and not a single Approved!, I don't think that developers will ever care about parkour. Parkour Videos and all that are what makes people excited and amazed at the wonders of tanks gliding through the air. Parkourists don't deserve to be ignored. I am guessing that developers don't tend to change parkour because not many tankers are parkourist, and this is a game of combat, not flight. Of course, you are just a moderator, not a developer; you are just doing what you were said to. But could you at least remind them to check the Parkour Ideas and Suggestion section from time to time? At least doing that gives us hope. If not us, at least me.
