Give them a channel of their own and see what happens. I've seen this done for chat-specific sites before.

They need to create a channel for spam only. In this way, the spammers have a place to release their unmonitored exuberance without needing to go into places where there is actually a conversation in progress. And maybe a Tech Support channel for quick "How-To" stuff, like how to self-destruct when using a Mac or which browser is found to work the best, etc.
