There is no 'bias'. Whoever inflicts the final portion of damage, gets the kill.

There is no auto-aim for friendlies, so when you shoot out of a railgun, the shot goes over the physical model of a friendly tank and no damage is recorded. If you time your shot and coordinate it with moving your tank in a way that would result in shooting right when your tank leans forward from stopping, you will hit the friendly tank and cause damage. In fact, this was once used as a loophole in the game rules by a player named Deeeep, who levelled while healing his team in a game where only one team was present and friendly fire was on. This has been discussed at least a hundred times. This is not considered a bug and there will be no punishment for using it.

Open a new window and connect to a DIFFERENT server (for example, if you are playing in a battle on server 1, connect to server 2 or 3 or 4 or whatever else). Go to the garage, change and then refresh the original window. You will be returned to your game with a different weapon. Remember, you have a limited amount of time to return.

I gotta say - I live in the States and I do not experience any issues accessing TO. Perhaps you should test your available bandwidth and the amount of packet loss and jitter - many internet providers in residential areas become congested during peak usage hours. I use Optimum Online Boost+ from cablevision, which gives me a solid 50 down and 8 up during off-peak hours and around 35 down 7 up during peak times.
