Back then, the servers usually reported to the banner database around 9 AM Moscow time, but it has changed a number of times since. As the hall of fame is undergoing optimizations, it has been virtually disabled for a while, so I assume the banner database might not be getting updated at all in order to avoid any further load. Pincher is unfortunately not competent in this issue, but he doesn't have to be, it's not his job to be up to date on the latest server issues. I believe it has to do with how the battle chat is drawn. It differs from the lobby chat, and your browser does not see the text there as text, but rather as an image. So at this point it's not possible.

There is little sense in creating maps unless it is done in the supplied AlternativaEditor software. Google sketch-up models are not usable in the game and no one is going to spent time making maps based on them for you. And since the new version of the game will use single model maps, it's pretty pointless to do this right now anyway.
