The current minimum score requirement to get stars is 70. And I hope they don't make any such change -_- Yup, but the number "1750" is not final, because he had said "Maybe bring it down to 1750"

You could only buy those paints BEFORE the server restart on 2nd March. It is impossible to buy the paint now(or join the war). However you can still continue to earn stars for the March Challenge :)
