Why do you think people equip Rail modules so much? The best buff to Railgun would be either a nerf to it (ironic) or a buff to some other turrets. Although maybe minimum damage or impact force could get a buff. Maybe.

Hello, Lion Command, we have identified one of @railguniz4noobz's alts. His name is @jaydevjaydev and he, like his main account, is involved in Wolves propaganda. Recommended to assassinate him immediately. Jokes aside, I don't think there is a need for this. It's hard enough to survive one of those limited ammo turrets as it is, coming up with a counter would make said turrets even deadlier. Hammer I don't know, but I suppose it can do well. Not sure what a counter would be though - a supply that, upon activation, reverses an opponent's Repair activation, potentially insta-killing him? Yeah....right.

Back in the day, back when I used to play, players were supposed to have at least one M3 turret, I think combo, by Lt. Col. Now, I imagine you should have more than one M3 combo by General and one upon ranking to Lt. Gen, and probably at least one M4 combo by (preferably before) Marshal. Once you do, I imagine the game gets much easier, at least easier than the midranks.
