No, it's not. Fund grow and the gold chance at every fund are 2 different things. Let's say you have a 5000 fund - the wheel has rotated 5000 times and it never dropped gold. Now with the double funds, fund grows faster. So the 5000 you had before, is now equal to 10 000. But that still doesn't change the fact that gold chance is 1/7000 - it still may never fall. If this 1/7000 becomes 10/7000, for example, then the gold chance is increased. But at the moment it still is 1/7000 at every fund, no matter how fast fund grows. It's still all about luck :P
