On HTML5, it's actually easy to vote. The only tricky part is that you must click on the <Tab> button on the screen, and not press Tab on your keyboard. When you press Tab on your keyboard, the scoreboard is temporarily displayed, as long as you press Tab. But when you click the Tab button on the screen (top-right corner) the scoreboard is displayed until you click on the Tab button again. So, you can then click on the violator's nickname, and Vote him, in a hassle-free way.

It seems that you just need to equip the drone. Even if you don't have batteries, and the Drone is not active, still kills are counted... I'm not really sure, but can someone with zero batteries try this out and confim? Just keep the drone equipped, and see if your progress is recorded... i.e. whether the kills are counted. EDIT:- @Levi had already clarified this point. I should have read that post...
