I own Helios and frankly think it is not that big of a deal to have it in the fund. Even without a nerf, it will not be that effective anymore, because if up till now you encountered 70% of the players with 50% rico module, from now on it will be 90%. And at that point there are better options to have.

Although I still don´t see an issue, you can always split the damage reduction to a finite number of steps. For example: 100-80% frozen = *0.5dmg, 79-60% = *0.6dmg, etc.

It seem pretty analogical to how Adrenaline is working. Not sure why it should be much of a problem.

EMP twins is still extremely strong. The fact it was nerfed does not mean it isn't OP to this day.

To be fair, Tesla is still very strong, I cannot complain about that.

Many tools like scissors are often optimized for right hand use, so that might be it also.
