Yes you have to wait to marshal rank to get next modification. About those who are lower ranks with M3, they got them from old system when you could buy Isida m3 at brigadier, or they just bought old kits.

Yes it's your connection problem, it's too slow to load into game, try restarting router and see if that helps.

In low ranks xp/bp wouldn't even be so popular, new players doesn't even know what that is, they want try all different kind of combos first usually.

I like the idea of leaving top 25 biggest ones, there's no really point and no one would want check 200 people every time to update them.. It's basically the same as with colors and capslock, it's to draw attention to certain aspects of your post, to make a post/topic look organized, to customize the message etc. But, use only capslock, bright text or huge font and that purpose is lost and it becomes a way to flood the page. If you have any more questions/comments about the rules, feel free to PM mods or admins.
