Now it also seems that min sniping damage = 2800 and max sniping damage = 2800 instead of min sniping damage = +300% and max = -15% i.e. there is no damage drop off while aiming in. Is this a bug? Or is it supposed to have changed this way?

It's still extremely buggy. I just maxed smoky and then later I went too look and Smoky is still at mk7-1 like before. To bad I spent all my crystals on that...
