many of those who use hacks don't think about the consequences and I think if you gave them another chance and gave them their accounts back they wouldn't use hacks anymore, or at least give them a second chance

I don't see any point in this, hackers are sensible enough to understand that using 3rd party features to obtain unfair advantage is considered a serious violation of the Game Rules and is punishable as it is.

Hacking in any game is a pretty much a serious offence in the first place, 2nd chance is given to people who conduct minor violations.
