The /vote command only triggers when 25% of all the players in the battle have reported the same violator. This highlights the battle for a moderator and puts it on the list of battles to moderate. Unfortunately there are not enough moderators to check all of the reported battles in time, so the /vote command will not always be dealt with soon enough. You may suggest that administrators appoint more moderators, but unfortunately very few players are actually fit for the position and new candidates are rare, despite the fact that applications are always considered.
