Buying crystals has never given you a garage discount of any sort. Garage discounts are not connected to buying crystals. Discounts can occur in three forms: - Personal discounts and test drives (appear randomly); - Discounts for owning multiple Hulls/Turrets of the same modification (does not apply to paints); - Scheduled discounts for special events. Perks that come with buying crystals: - Days of premium; - Bonus crystals for buying in a package; - Double amount of crystals for the same price with the Double Crystal Card.

Correct, because the paints got separated from their protection, the flash banner cannot load properly. It should be fixed in a matter of days. The same happened when Hammer, Vulcan and the new paints got introduced.
