You just need to explain to tech support what exactly happened, also the link i gave you above, you need to answer these questions to tech support, it doesn't matter if you got hacked or forgot email you linked to. You will still need to answer these questions, the reason of answering these questions is to see if you are the real onwer of the account, and of course if that's your account, you will be able to answer all 10 questions. And then tech support will help you.

To get your account back, you need to contact help desk, check this topic What to do if my account has been stolen. Do not log on to such site, never listen to scamers, if they give a link and says that you will get crystals if you log in through that site, that mean it's a scam, so you should report them in chat violator section.

I guess you are doing something wrong, write like this /vote Nickname_of_offender. and then you will see a message, "your complaint has been sent".

Maybe you lag in big maps, your laptop can't handle. Tech support won't refund yo, if it's your fault, they will only refund if it was tanki's fault. But you can try contacting tech support for the refund, check this topic How to get your crystals back.
