Unfortunately, the shot effects for M0/M1 turrets are currently not available due to a bug (which is already known to the Developers). As of now you'll just have to upgrade your M0/M1 turret to a higher modification level in order to be able to use its shot effect that you got from a container. As for the alterations: different alterations have different unlock ranks, and the minimum required unlock rank out of all alterations is Master Sergeant which you haven't reached yet, thus you're not yet able to purchase them. You can find all of the information regarding alterations (their unlock ranks etc.) on their Wiki page.

Hm, that has to do with the fact that images uploaded to certain image hosting websites are not visible to everyone, as not all of them are universally available (such as Lightshot in this case). Anyway, I've re-uploaded your meme to a different image hosting site (Postimage.org), and it should now appear for everyone, including yourself.
