It usually comes between 12 & 14 UTC+0 ( here's the current UTC time ) Tho it could always come either before or after, but what's for sure is that it will come on today :)

I guess it's about the mouse camera, sometimes i accidentally click on the screen and goes on mouse control mode; even tho i still use my keyboard to move, the camera goes weird. It usually gets fixed either by restarting the client, or sometimes just by click in the screen again, then press X, C, E etc.. (any key from your keyboard that turns the turret/ moves the hull)

Yes, shot effects now do give 50 GS (check here) You need to have shot effects on them if you want 9999 GS
