Considering how you mentioned that you are not seeing the 'Open with' option, I assume that you are directly opening the .swf file by double clicking on the zipped folder. You have to extract the folder first and then open the .swf file in the extracted folder by dragging it onto your browser or standalone flash player. This is the same mistake I made when I first ran TankiViewer.

The XML files do not contain the actual map. They contain the location of each prop in the map and which texture it uses. You'd have to create a script which would allow whichever application you use to import each prop in it's designated location with the appropriate texture.
