At any rank, the best gun and hull is the one which unlocks at that rank. The most powerful gun of a certain grade if the one that unlocks latest and is the most expensive. I would suggest buying Isida M1 to increase your EXP faster. And yes, Smoky is an affective turret — and its shots are really critical. Smoky M1 is very good in facing M1 hulls but when it comes to face M2 ones, then it's not that good, so you will need to micro-upgrade it a bit.
