No rules have changed. Just a misunderstanding from one of the organisers. I totally get this shouldn't have happened, but it is what it is. :/

Its a combination of lag and the anti cheat system. There isn't much you can do about it other than try to reduce lag as much as possible. Sometimes lag is caused by server overload and in that case you cannot do anything at all.

Cannot be totally sure about that particular one but it was probably one of these events which someone decided to post the link to.

Does this happen after you switch tab or anything? Are you 100% sure that your internet connection isn't cutting out for a few seconds or something? All I can suggest is that you try downloading the official client from the homepage or use Standalone Flash.

If they are intentionally blocking I will just try to capture the flag. If its chaos with tanks brawling for good reason and they aren't blocking on purpose I just make sure that the flag is delivered, regardless if that means dropping it to someone else or otherwise.

Rail M5 is my main turret alongside Twins M4. It's true that there is too much protection but buffing rail isn't the solution. That'll just cause even more people to use protections against it. Rail M5 is amazing if you find the right battle, one shotting Viking M3 feels great. And I've 60/70+ kills in 15 min DM. I personally think no protections should be more than 35%, and they should be a little cheaper.
