No, I think that if you FAIL the mission, it should just "restart". For example you kill 39 of 40 tanks in 15 minutes. Now, the mission restarts as if not a thing has happened. I'd like that. 3 normal missions and 1 speed mission.

DOS, my suggestion for your war team is instead of pre-determining it, it'd be better if you instead had an EMPTY war team (except DDOS obviously) and have people apply to be in it.
