The pending Friend Request list should be your rejection list. Anyone friend request you accept will disappear from the list. Anyone you do NOT want to keep Friending you should remain on the pending Friend Request list and they would still be unable to Friend Request you because "request has already been sent" is still active until you accept/deny them. Just leave them on there.
