Yes, but it all depend on how you do it. If this is just another rant, without constructive criticism don't be surprise to find out that TO is not interested to have it on the forum. Check the archive you will find some review and personal POV from players on the game, its different aspect or update. If you do it with intelligence, fairness and in a quality manner, I don't see any problem, even maybe a wider publication level. What have you already wrote here?
