You can obtain it by opening ultra containers. The augment was added to the game on March 4th, in Patch Update #638

There is nothing wrong with that. (As long as the accounts are actually yours :p)

Mostly in MM, but I tried it a few times in XP/BP.

I saw the second one, it seems like it's very close to its turret but not actually hitting. We will report it still, but I think it's not a bug in this case.

I was watching it in slow motion and it seems like you missed the shot, watch it again.

That would be nice but it will never happen because some users may have some offensive profile pictures and we can't keep track of everyone.

Hopper is still very useful even without overdrive. It can move sideways, it's very hard to predict its movement.
