What kind of hardware are you using? What are you temps like for your CPU and GPU? Have you tried downloading and running DDU (Display Driver Uninstaller) to do a clean uninstall of your graphics drivers and then reinstalling the latest drivers? Have you tried going to your motherboard manufacturer's website and downloading all of the latest drivers for your motherboard model? You can also read this page carefully: How do I raise my FPS?

Flash is and will always be a nightmare of security vulnerabilities. Most major sites such as YouTube have already converted to the (much superior) HTML5. If you need Flash to run a certain game I would leave it installed, but set your browser to only run it with a prompt - that way any time Flash is needed for something, it pops up and asks you if it's okay to run. Then you can allow it on your game, but if it ever randomly asks you to run it when you aren't expecting it you can deny it.

I would try different browsers and make sure you're not using graphics acceleration in another app at the same time you are playing Tanki.

Honestly, Isida is powerful at all ranks, but its power definitely depends on what ranks you are playing with. If you play Isida with low ranks, it becomes really strong when using supplies and so on. To use Isida for higher ranks, such as Generalissimo, it must be upgraded to at least M4, which gives you more power and strength. I strongly advise you use Isida for your rank; it all depends on ranks and good paints. Anyways, only you can decide what to buy.

No, things should re-cache after you do it once. You can also try to increase the amount of storage that applications can use on a local machine - since the default is 5mb.

Do you have the Russian language pack installed AND using the Russian IME (input/keyboard) with windows?

The texture cache is corrupt, you might also try clearing your cache and saved data.
