Yes, after microupgrades and friends system, gamedesigners will start working on new hulls and weapons. So? Why do you think they are not already working on them? As for test server - things go there when they are finished and just need some testing and setting up. If something isn't in the test server yet, it means it isn't finished yet. You can just be patient.
