And another answer for the protection (why tournament paints 15%, Helper - 18%) - I'm sure you're sick of staff answering you here - you're probably thinking 'They got the paint, now they're trying to defend themselves and say everything is ok' - well, check an answer from one of the game designers (4th line, under the 1st quote):

Noone said there are 50 best staff members every month nor that they're randomly chosen so there's a 'chance' to get the paint.
