Firstly, decals are not considered feasible by Developers, high cost input for a surprisingly low cost output. Secondly, you talk about removing inappropriate decals through automated filters, hence for a small system, such automated feature would have to be set up in the first place, followed by manual review. There could be thousand of images flagged for review, and manual review is technically not possible. That is why primarily, we don't have decals or sprays for tank, tank skins, battle themes, and profile logos, the cons outweigh the pros by a huge margin,
