Hopper is a completely new creation, in which we considered all advantages of the previous hulls, hovering Ares and the mechanic of the overdrive.

The new hull hovers in the air and has outstanding manoeuvrability.

Instead of armour and a defence system, the hull has a detonation jumping engine which can toss your tank to significant heights.

 

Yes, Hopper jumps! To use this ability, you need to activate overdrive which will also stun and set fire to opponents. In addition, with the Crisis drone the hull can jump over the Sandbox map.

We don't even know whether this is early access. It may be real money/container exclusive.

Watch the v-log from 2:04. They say "everyone will automatically get hopper-railgun". So, you will be a hopper too in the special event.

Thanks to @Levi, @coconuttree I have now understood the new special event, and how one can obtain Hopper. The V-LOG explained it very well.

I recommend all players to watch the latest V-LOG (271).

Well, judging from what's said in this announcement and from the vlog, as for now, no. Either you can buy the special bundle which includes hopper mk1 or be lucky to get it for the Ultra container.
