Pulsar's icon means Biological Hazard so the technology is probably some kind of super bacteria/virus.

After creating that super virus all Hazel did was put the virus in a container then spray it on Ricochet then Thunder then Tesla. He maybe poured some sugar or something to make bacteria reproduce but he still calls it irreproducible just to sound dramatic.
