Why? because legendary containers suck, simple. It really feels like the equivalent of a container that gives you exclusively glorified paints and projectile colors. Maybe you'll get something cool, or even 100 rubies if you get a duplicate, but, you will also probably get skins that you won't use until you get a fitting part, well... Guess you'll have to wait until next legendary container...or the other...or the other...or the other... or the- Take this for example: in the war event, some people would actually prefer going for 2nd and even 3rd place, those 15 containers? they might contain something useful, like a good augment! At worst scenario, your consumables supply gets to last you longer without running out of it, or well, something, along with some crappy...paint. Legendary containers? Oh look I got a skin! you know what's the problem? It looks extra ugly because you have no fitting piece to go with it, so you gotta wait out on more legendary conts until it happens! (Or you get lucky with containers which, again, will probably have something very slightly useful in some way along with it).
