This is caused by lag. If the fist shot you take was at exactly the same time as his, then it means that he was actually a fraction of a second sooner than you, because of the delay in information transmission over the internet. This happens with all guns, but it's particularly important to pay attention to in XP/BP battles.

Test servers are used for testing upcoming updates. The update that was being tested recently was the Personal Discounts and Test Drive update. You don't need the /addscore and /addcry commands to be able to thoroughly test the updates, so they were disabled. Also, only two servers open at once is enough to collect good test results, therefore using up resources to support more test servers is pointless. If you still think that test servers are opened just so that you can have fun using M4 equipment and infinite supplies, you are wrong. Closed.

It's not cheating, but it's just rude.... It's like pretending to be hurt in football just so that your team gets an advantage.
