You play as part of one of the factions (EN, DE, PL or RU) If you do it during Strategy phase, nothing will happen, if you do it during Battle phase when your faction has a "destruction" mission, one kill and one death will be added to the total amount of that faction. So chances are it will negatively impact faction K/D slightly.

It's not as easy as that. In order to be eligible for the winner rewards, you have to have completed at least five turns. Completing a turn means making 200+ kills and casting your vote during Strategy phase and making kills the next day during Battle phase.

PL is closest to a one time bonus region and DE has most resource regions at the border of their capital. All capitals are equally far away from a double bonus region. However, at first sight I agree, EN capital does seem to be in a bit of a disadvantageous location.

It doesn't really matter how many battles you play, what matters is how high your K/D is at the end of the day. In other words: how many kills you've made during that day and how many times you've been destroyed during that day. Also, you don't have to wear the paint while making the kills, you just have to purchase the paint.

I don't know what the recommended internet speed for TO is, but you should at least use a speed of 2-4 mbps: How much minimum network speed is required to run Tanki Online without lags?; How Much Speed You Need for Online Gaming. Note though that recommended speed also depends on your distance from the servers. Basically, the further you're away from the servers, the higher your ping will become. A faster internet speed can in turn decrease that ping. If you want to check for yourself what the average internet speed is when playing the game, you can open Task Manager and then open the Performance tab. Those kits were available in the garage and could be purchased with crystals at that rank.
