At first I also thought they were comparing the mu price prior to the update to how they are now. I was wrong. In the VLOG, they mean that the step price is lower that when there would be only 10 steps like with m0, m1 and m2. Basically they are explaining why they chose to have 20 instead of 10 steps on m3s.
